Mid-level and senior engineers are hard and costly to find. Some companies are hiring entry level engineers, but are not as effective as they can be with ramping up developers. Furthermore, engineering resources are being strained on employee education, rather then building out products. Being an effective teacher is very different from being an effective programmer.
